EU ETS 2: Recent Developments in 2026 – On Track for 2028 Launch

EU ETS 2 targets CO₂ emissions from buildings, road transport, and additional sectors (mainly small industry), aiming for 42% reduction by 2030 vs 2005 levels. It operates upstream via fuel suppliers.

Key Recent Updates (as of February 2026)

  • Launch postponed to 2028 (from 2027) following political agreement in late 2025, confirmed in early 2026.
  • Monitoring/reporting ongoing since 2024; extended through 2027.
  • Council adopted position (18 Feb 2026) on Market Stability Reserve amendment for smoother start: stronger price curbs (release extra allowances if >€45/t), extension beyond 2030 for predictability.
  • Auctions to start 2027; first surrenders May 2029 for 2028 emissions.
  • Revenues fund Social Climate Fund to support vulnerable households/businesses in decarbonisation.
  • No further delay expected; focus on price stability amid fuel cost concerns.
